About Saint Paul
Saint Paul serves as Minnesota's capital and as the seat of Ramsey County. The 2020 census counted 311,527 residents, which made it the state's second-most populous city. It and Minneapolis, its neighbor, anchor the Twin Cities metropolitan area, which has around 3.7 million residents and ranks third among Midwest metropolitan areas by population. In November 1849, near existing Dakota Sioux settlements, the territorial legislature of Minnesota made the Town of Saint Paul its capital. The name comes from a log chapel built by Lucien Galtier, and the place remained a town until 1854.
On a hill beside downtown stand the state government offices and the Minnesota State Capitol, with a view over a bend of the Mississippi River, and the city is built on steep river bluffs carved during the last ice age. In the 1960s urban renewal cleared neighborhoods west of downtown for the interstate freeways, and the Rondo neighborhood was demolished from 1959 to 1961 for Interstate 94. Downtown had skyscraper booms from the 1970s on, but the city center sits directly under the flight path for the airport across the river, so all construction has a height restriction. The tallest buildings rose in the late 1980s.
